How can these tentacle arms be made?

Hi friends, first time poster on this forum, I am a designer and recently for a client we came up with a design of a side board that requires metal tentacles like arms, but I have no idea where and how these can be made, the manufacturers we know are not able to make these. Kindly check the attached image, we have 20 of those arms and each different from other. Any help will be greatly appreciated, if someone could tell me the right procedure to make these we can perhaps find the right manufacturer.
