I don't know which part of the forum to use, so I'll post here.
I am currently clearing out my Father-in Law's 5 sheds and have come across a tool that no-one around here can identify. It looks like it is a clamping device but it wouldn't clamp very tightly at all. It has a light "leaf" spring to keep the serrated jaws apart and the locking device looks just like one chain link. The tool is only 120mm (4 3/4") long.

Its a lifting grab for either ply or sheet steel, the ring is hit down to wedge onto the material, most likely for ply

My answer was a wild educated guess but I suspect I'm not too far off the mark, might even have been used for lifting bagged goods as well

I think it's for tying down the corner of a tarpaulin. Also a guess.

It’s definitely a pulling clamp of some sort.
For what, I have know idea.
