Unknown Tool

I recently purchased an old Cincinnati tool grinder that came with various bits and pieces. There is one item that I am not sure what its used for and I dont think its for this machine as it has a dovetail base that doesnt fit anywhere. Maybe someone one here can help me.

It has a fine feed adjustment with a lever at the rear that rapidly advances the spindle in and out. The spindle turns freely and looks to have a collet set up. Maybe there is a small pulley at the front that takes a small round rubber belt? There is also a guide bar that extends out from the spindle for some hand held purpose?
