I'm looking to buy some (or even a pack of) small sheets of mdf about 450 wide up to say about 800 mm or so long. Must be new stuff not s/h

Or plywood (not chipboard)
What merchants deal in these types of things?

Have you tried asking around cabinet making shops & the like?

Most timber merchants aren't very willing to sell small pieces like that, but I have found A. Lewis at http://www.alewistimber.com.au/ to be quite helpful. They're also fairly close to where I live, so use them a bit.

Bob, All Boards Thomastown - 03 9465 1622, on Northgate Dve Thomastown.
They sell 6' x 3' x 1" sheets of 'out of spec' MDF. The sheets are usually "over weight" and sell for @$20 each which is less than 1/2 price. They sometimes have other thicknesses "out of spec" as well. Nothing wrong with the sheets, but they are out of specification and a lot of his cabinet makers will not touch them. I believe they have a cutting service as well, but don't quote me.

Drop into Brentool (next door) and play with the Festool gear and whatnot after ;)

I bought 4 sheets 16mm 1200 x 600 for 10 bucks a sheet. Kastoria Furniture in Nth Sunshine. They sell lots of offcuts.
