wheel alignment BP14A bandsaw

Does anyone know how to align the top wheel in a hare &Forbes BP14A. I found that the top wheel is not coplanar with the bottom wheel(2mm out). I tried to use the wheel adjustment but that only tilts the wheel forward. The blade then rides off the wheel. There doesn't seem to be anyway to remove the top wheel to add a washer as described in the band saw books.

If it is at all like the 16A all the adjustment is on the bottom wheel via 3 threaded studs with lock nuts, have a good look down there.
