Sorry if this is a dumb question .. but I'm stumped.
Mandrel, morse taper, & 2 set of bushes all make sense, but could someone please explain to me what the bits circled are for ?

Nut and olives are used when you want to turn one peice at a time like a letter opener.
You slide the main nut onto the shaft where you think will be far enough so you can still put on your 2 bushes and the letter opener sleeve.
You then slide one of the plastic olives into the main nut then push the locking nut into place and nip up on the shaft.
Then it is just a matter of putting your bushes and tube into place and turning to your desired shap.
Another option instead of using this is to place a few spare bushes on the shaft to take up the slack to the lock nut.
