I've seen several different approaches to this sort of thing. :)

The most common seems to be to simply make a tree sticking out of a bowl and putting a lazy susan mechanism underneath. Simple, and the bowl can be used for smaller items like rings, ear-rings, etc.

Another approach is to make a fixed stand, but have the arms pivoting around the top. Depending on how many necklaces she has (ie. how much weight will be hanging) it may be better to have a small bearing pressed into the arms so they'll turn more easily.

I recently saw a very nicely made ear-ring rack made like this. (Same thing, only smaller.)

Toni if you want it to revolve then have a look at the thread i did making a revolving centre, use a bearing in the base of your neckless tree, bearings are cheap enough you can get them in all sizes from model type up to big stuff, drop by a garage near to you and ask if they have any in there bin, they get to replace stuff and most of the time the bearings are fine for bits we need them for, i have a revoving lathe tool stand and thats were i got my bearings from, old wheel bearings. you want the same sort as you get in skates.
Or something like the bobbin stand adapt it to your own.. LB

I like making toys... I have had a lot of success without bearings.

For example, this maypole with koalas spins really well when the handle is run between the palms of the hands. It is just a piece of broom handle with a pine disc bored out with a forstner bit mounted on top with a washer between the end of the shaft and the top. It is held on with a screw inside below the handle. To increase the longevity, the screw passes through a steel tube (which I guess acts like a bearing). It was coated with dry lube before assembly. You could use a similar system for your rotating necklace stand.

The wheels on this toy car are done the same way... metal sleeve with a screw through the middle. At least your necklaces won't be ever spinning as fast as these things!

Just another thought,
