How do you create Digital Art such as the one in the link?Can art like this be done just by editing a photo in Photoshop, what are the techniques, im after as much info. as i can get here, i'm just starting out, i have Photo shop and know roughly how to do the basic things. Is there any other software i need? Has anyone got tutorial videos to recommend? Could anyone spare the time to take me through the steps if you do art like this yourself?

I use paint shop pro and work and understand layers, same with photoshop but there are more brushes with that program so it can be a bit daunting when you first start up.
