I'm looking for information on a Twisting Gouge, where to buy or how to make one.

They are used for Spiral Work. Stuart Mortimer talks abouth then in his book " Techniques of Spiral Work".

Personally, I'd just use/modify a continental gouge.

Standard handle is what is on the rest of your turning tools.

My standard handles are turned out of legs of furniture that my neighbors set out on trash day. As I have big hands and am turning ever deeper bowls, I have been setting larger and longer chunks of steel in larger and longer chunks of timber.

Amazing how that cuts down on chatter and vibration.

Also cuts down on cramping of hands.

I also agree that a continental gouge will do the trick. I have a Carvers Swept gouge I use, there is a much greater range of sizes depending upon how wide you want the spiral work to be.
