That's an integrated clamp and bosshead that's used for holding scientific glassware, eg burettes, stills, condensers, fractional distillation columns and the like, on a stand. More often you see the clamps and bossheads separate.
BTW, the stand is most often called a retort stand. But they are also used on frame-like stands too.
