John,
applying and trimming 2mm edging manually isn't really feasible. Because of the thickness you need to heat the glue side of the tape as you apply it. The cheapest option would be to get a manual applicator which consists of a hot air gun with a tape reel and rollers. These cost about $600 last time I looked. You'd then need to set up a horizontal router table with a 2mm bit in it to trim the edging flush. You'll also need a trimmer with a flush trimming bit for the ends.

Just get some un glued edge tape, contact both surfaces. Lay on the tape and then use a flush cutter in a trimmer. Then file the edge tape with a fine file.

John, that quote sure as heck sounds high to me. You can buy whole cabinets and vanities, etc, made of the sort of board (or not much thinner than) that you were quoted on, for less than that price. If that price is actually the norm, I don't think it will be the PVC Hard-Edge that's killing you, but rather the laminating of the board - ie. did you ask for a quote on something that used benchtop-grade laminate? I think you should pick up the phone and do some more ringing around. Is there a "Mr Plywood" or similar near where you are? They'd probably be a good place to start...
Good Luck,
Batpig.
