I just saw this post and it would be too late for your build but maybe for the other members that have similar experiences with dowels not being the correct width. Drill a 19mm hole in a piece of wood and check each dowel before assembly. Sand the parts that do not fit through the hole, starting with 80grit and finish to 240grit. You go to 240grit and it saves a bit a sanding afterwords.
It may seem like a lot of work but you only have to worry about the section that is being assembled.
