That's pretty much what it is and probably why they changed the rules.
Nothing wrong with bowling underarm if the rules allow it . Now I have said that, I may be deported back to Australia.
These are pictures of a traditional billy cart I built for my kids.
4x2 frame, pram wheels on the back. Coach screws into the end grain of the front axle to hold the wheels on.

Just like mine that I used to build, when dad first built one it was a long length of 4x2 as the beam (2 seater I think) and built much like most of the others shown here, a handbrake operated directly by pressing directly onto the wheel, but it was a bit uncontrollable, crashed on the first run, I shortened it to a single seat and I put my feet on the front axle like in pics above, the pivot bolt was best left loose so when going over bumps the front axle rode over the bumps, a very basic suspension, many hours of fun was had, all that was needed a hill and better still was some mud at the btm of the hill, probably much to mum's dismay, pram wheels/axels were all ways in demand scrounged from wherever I could.
Something is lost when it has to be a yr 12 project, I was in primary school and after dad built the first one I was always working on mine, most likely repairing it ready for the next hill, loads of fun tho, like most of the guys of similliar age we were just out there after school doing it, finding our own fun.

Stop press! Breaking News!
First day of school holidays, billycart seen on local hill!
Reports have come in of a billycart being used on a short, steep hill nearby. Marks on the road indicate that it was a steel-wheeled vehicle, and was ground-looped several times.
There's hope for the younger generation yet.
I expect to see neglected X-boxes, iPads and other electronic devices put out for the council clean-up in a couple of weeks.

Made many and varied billy carts as a young'n.
We had one version that had no steering Point it down the hill and hang on
We stopped by hitting the gutter on the other side of the intersection and being catapaulted out onto the grass. I don't recall any serious injuries but Alex if you have a go, remember you probably don't bounce as well as you used to.Those were the droids I was looking for.
