Call me a newbie, but IMHO it's not just your Bunnings and it's not just Bunnings either. The old specialist supplier Primrose Hill Timber in Sydney used to do the same (as does Home Hardware). But they used to (I think) sell gal bolts in M sizes. And often the gal washers they sold wouldn't fit over the gal bolts. Go figure! The old shifter gets a workout as a result.

In reference to gal washers not fitting bolts - I specify products for EnergyAustralia and gal bolts/washers are some of my products. We use them by the tens of thousands for power transmission poles - cross arm bolts, insulator bolts, lattice tower assembly bolts etc etc. What I found was that until recently - probably 5-6 years ago, all the gal bolts we use were metric but the washers we were recieving whilst stated to be metric were actually an imperial size because the manufacturer couldn't be bothered changing the dies.

This led to some really stupid sizes with some washers having either zero clearance or 3-4mm clearance on the respective bolt. It also leads to very angry line workers who climb a pole only to find that the bolt won't go through the washer.

Galvanised products are always a nightmare. We actually demand that the supplier put the nut on the bolt to ensure that the galvanising hasn't stuffed the thread up. Most galvaniser companies run their bath too cold for threaded products which cause a dag on the end of the thread which stops the nut being fitted.
