The problem is refixing old hardwood timber paling to newly replaced hardwood fence rails.
I have galvanized phillips drive stitching screws, but they really need to have a pilot hole drilled for easy safe fixing/screwing of the stitching screws.
It's a matter of trying to save time, be a little safer with the process.

I think your problem is the hardwood rails.
self-drilling screws with Dry-lube can help as can a tailed screw driver or an impact driver -- but if the hardwood is seasoned, you will likely need to use pilot holes.
If you only have a drill/driver it'll be and before bed timeregards from Alberta, Canada
