Backing sheets / cover sheets are sheets that don't meet manufacturers quality specs and are used as the base/top sheets when product is ordered and delivered in pack lots. These sheets then carry the bulk of the damage caused by loading/unloading with a fork lift and competent operator, or from having other packs stacked on top in the warehouse or during transport. The end users then collect a lot of them and have the task of getting rid of them. Thus the sheets tend to be dirty on at least one side and NQR in regard to surface, voids, bonding etc. OK for jobs where appearance and structural grades not required, if you get enough, you can select what is usable and what isn't, but you get the job of disposing of the junk.
