    Aliexpress is the answer. They sell predominantly metric. Do not expect top quality but their cnc bits work for me just fine

    8 mm dia is more likely to be 5/16" (= 7.94 mm)
    9.5 mm dia is more likely to be 3/8" (= 9.525 mm)
    16 mm is more likely to be 5/8" (= 15.875 mm)
    19 mm is more likely to be 3/4" (19.05 mm)

    all of which explains why there is no 25 mm radius bit

    3/8" shank bits do exist. However, I can only find straight 3/8" shank bits Velepec Plunge Cutting Router Bits 3/8 Inch Shank - Pro Source Center

    In the absence of your being able to link to a single bit that will perform any of the cuts that the OP requires I'd be taking that advice with a grain of salt.

    Whiteside make some 3/8" shank bits, the catalogue is pretty restricted though.
