It gets to be ridiculous!
What, these days, comes absolutely complete when advertised as standard? Nothing it seems.
Buy a car and there are extra costs or the saucy looking blond is sent out to sell you paint protection,sound deadening, window tinting,headlight protectors,mudflaps and chewing gum dispensers. Oh and we forgot to mention our delivery fee.
The other day we had a quote done on our kitchen. I did all the measuring and my wife and I set out the design. The "designer" sat at the computer and did a wonderful job of brining this to "life". Whose intellectual property is it? Why the "designers" of coarse!! Silly me to think I had anything to do with it!
Get the quote. This looks too good to be true!?! and so it proves to be!!
Drawers cost extra!!??
The whole bloody thing was designed around drawers for God's sake. How come they weren't included in the Quote?
We don't do it that way.
Why weren't we told?
I thought you understood!
Well you know what to do with your quote and drawers don't you?

Sorry to hear that.
Sounds to me that they forgot the draws and now you have to pay. The cabinet maker that I worked for had a metre price that included what ever unit that fell in that particular metre.
As for who owns the plans, the draftsman that lays them out on paper usually puts his name on them and they then "belong" to him. That is the way that I work although it's almost impossible to enforce a copyright.

A friend mine had a similler experience recently at big national company advertising very a competitive price, by the time they added doors and benchtops the price had doubled, it seem as though kitchens these days only come with a carcase everything else is extra

We had a new kitchen put in last year, The wife wanted vynel wrap doors,Moulded tops and all the fancy stuff.She did a rough sketch and I got 3 "Kitchen Makers" to come measure and Quote.
GEEZ the diference in the quotes for the same job was unreal. It was over a thousand dollars from highest to lowest.
I talked to the guys who were doing the Quote and ended up getting the job done by a small 3 man shop.
He was happy to answer my questions, Knew his job and although we had to wait a bit longer it was worth it.
Get some other quotes.

Unreal how it's now taken for granted that everything's exploded into fractured parts, so you have to identify what's missing and pay the extra on top.
Just waiting for the day when I go to check in at the airport and get asked "And would you like wings with that?!!"

I have put 2 quite large kitchens in at Artisans Retreat - ALL based on drawers (over 60 in total)
Did 'em all meself!
Well - with a little help from Ikea.
They have an online, downloadable design package.. you can save the design to their own website so it can be accessed in the store when you go in to get the stuff.
Dead easy to put together & a LOT cheaper than we could have had them done. We have had no probs at all with the quality either.

We were not impressed with their benchtops, and had them locally made by a company who specialises in - you guessed it - benchtops.
They do work for anywhere, but you might find someone local. Dead easy to install the tops - made to my measurements.

There's another option as well; I believe you can buy modular drawer & cabinet carcasses, in a variety of shapes & sizes to save you from the bulk of the tedious work.
Simply slap 'em into position and then make up your own fascias, doors and bench tops.
By judicious spacing between the carcasses (concealed by the fascia) you can fill spaces that would otherwise need custom cabinets.
I've no idea how cost effective this is, but I'm thinking it'd be significantly cheaper than calling the 'egg-spurts' in... and most of the time they'd be using just such prefabbed carcasses anyway.
Edit: I just read Ozartisans post. He's made the same point!

Another option is to make the carcasses yourself. There's a mob here in Sydney whom will supply melamine cut to size. I paid for full sheets, got them to cut to my specifications, no way can I do it. then dowel and screw together, biscuits would be easier and I'd do it that way now. purchased hettich hinges and drawer sides. With the drawer sides they are metal, you just need a front, base and rear (probably what you'd get from trendy kitchen place in any event!). Made the doors myself from recycled oregon. Benchtop I got from a bench top supplier, made to my specifications ie decided I wanted top at 700 mm rather then standard 600 just to have a little more room. One bench is 900mm so there is still space to cut and dice etc when a jug and toaster etc are sitting on the bench. I then built the plinth on the floor screwed the carcasses to it, attached the bench, hang the top cupboards, got the sparky and plumber in and saved a small fortune. It might seem daunting to look at but once broken down into bite size pieces it is not that difficult.
There is also an article in the latest Fine Woodworking from the US. You could also have a look in your local library the see whether they have any books on the subject

I got mine made by Kitchens by Kathie - she draws them (yes, to my design), her husband makes them and delivers them, and you install them. Worked out cheaper than Ikea, and much better quality, and yes drawers were included, but not handles, but she told us that! Very solid carcasses, melamine all round, backs, tops etc. She'll find whatever you want, my wife was very fussy about the melamine, we had to have something special!
