    Sorry, but you didn't make any mention of drilling anything out, all you said was rout from both sides, so I was just going with what you had posted.
    BTW, you actually could go deeper than 16mm as the whole bit is the same diameter, it's just not a good idea.

    Butcher the slot into the frame with anything convenient that comes to hand, such as a 1/4 inch drill bit roughly linked up with a chisel, then hide this rough cut slot with a piece of 3-4mm thick ply/veneer panel with a carefully scroll-sawed (could even use a sharp knife) 4mm slot applied over the top.

    Perhaps i missed something...why not just split the piece of wood down the length using a bandsaw or table saw with a thin kerf blade. Cut out the required slot size in one piece and then glue the two halves back together. If it's done right it will be hard to spot the join. Seems the simplest thing to do to me if the slot has to be so thin.

    Cutting down the centre can be risky, some timbers will bow like crazy and then you're in trouble
