Spring toggles, going by your shelf description it sounds like its going to take a fair bit of weight so these are the only ones I would recommend
Use a diamond glass/tile drill on low speed for the tile then standard steel bit for stud. make sure you use the correct size for the hole so the toggle will go through

If you had the thicker vitrified or stone tiles and villaboad backing you can get pretty good results with spaghetti and the correct gauge screw but in your instance I tend to agree with Ray that you need to get the support from behind the sheet with the likes of a toggle style product. There are also some expanding and butterfly style options available as well

Villa board is only 6mm thick and it also depends on the type of glue and how well or not it was applied so I would NEVER rely on spaghetti and screws other than to hang a paper calendar.

I ended using a version of these 4mm threaded (8-16mm wall thickness spec) which i have had many a success previously with plasterboard.

Next time I'll use 5mm threaded version, as the 4mm thread doesn't really suit the thicker wall thickness ie thicker than 13mm, although spec'd to 16mm.
