It’s starting to look like a home-made copy that wasn’t finished. The proper chisel holder in the link is a substantial lump made from SS, your one has been made from gal pipe. The weird bit though is that the brass part looks extremely well made from two parts silver soldered together; in contrast to the bush-mechaniced bit of pipe. Possibly it’s an OEM part, although I would be rather surprised if the Heligrind has OEM parts support.
Nothing succeeds like a budgie without a beak.
