Here is a link to the Kezuroukai Office. Even though it is in English, you can write them a note and they will be able to read it and reply. I am not speaking for them but they wrote me back once in English.

The last kezuroukai in Otawara seemed like the orginanizers were trying really hard to expand their international membership. Also the owner of SuzukiTool in Berkeley California hosts tours to Japan for woodworkers. She had a group at the last one and there is a chance she will at this on too. You might want to meet this extremely well connected person who has been buying tools in Japan for close to 20 years, and see if you can tag along.
