    If you're going to do this you're already certifiably crazy so why not go the hole hog and make a dolly.
    An axle, a bit of framework, a light connection and a tow ball mounted over the axle so the weight of the second trailer is transmitted straight down through the axle & wheels of the dolly - you could make it a standard tow ball or a fifth wheel and you could even go nuts and build a four wheel dolly.

    so what you "could" do is

    1. put a single axle, single tire under the front of the boat trailer -- I'm not 100% sure if the "truck" regulations allow a single tire dolly but for the heck of it let's assume they do. So your combination now has 3 points of articulation -- towing vehicle to caravan, caravan to dolly, dolly to boat trailer. Definitely a multi-combination, but I'm not sure it would be "road legal".

    or
    2. put a second single tire axle at the rear of the caravan -- but there's a limit on how far apart the two caravan axles are allowed to be. Which would bring the combination back to two points of articulation.

    or
    3. the simplest approach would be to move the caravan's single axle to the rear of the van and put a single axle single tire dolly under the front of the van. Still three points of articulation but the van is now a "dog" trailer, while the boat trailer remains a "pig". This would require that the van's chassis be rebuilt, but the chassis would need to be rebuilt anyways to allow the boat trailer to be towed.

    As a hypothetical, there are plenty of things that "could be done" and probably are or have been done for use on private property , like the gent featured on Landline a while back that built a logging skidder from two tractors . I guess it would be a struggle to get it through a machinery inspection or to meet current WH&S regs but it suits his particular needs and he is the only one that may be injured in the event of an incident.

    The towing regs are formulated to protect all road users from cowboys and cowboy rigs. When a towed trailer starts to wag the tail it becomes carnage in many cases, because many drivers simply do not have the knowledge or skills to recover from the incident. Mostly that is how they got into trouble, insufficient knowledge about setting up & towing a trailer safely. Towing two pig trailers behind a passenger vehicle / light truck / medium truck / rigid is simply asking for trouble, more like guaranteeing trouble.

    That is why Transport authorities state
    "
    You may tow only 1 trailer (caravan, box or boat) at a time." so two pig trailers are out of the equation on the public road network.

    I guess there is nothing to stop someone building a mini multi combination rig, paying the exhorbitant "combination" registration fees, maintaining a drivers log book, and attaining the appropriate licenses. Now that is something I would like to see - a well engineered and built rig.

    Building something like that is high on my list of priorities, just after I win the Lotto so I have the time and the money to do it
