Just trying to picture what you are saying
If I am reading/interpreting what you are saying, you have a Dell D630 that is working properly except that you cannot get it into Setup while the BIOS is loading. The normal procedure to do this is to press the F2 key while BIOS is loading, I normally hold F2 as soon as the BIOS screen appears, before the prompts appear at the top left of screen, and keep it pressed until the prompt is replaced by one saying it is preparing to enter setup.
The Setup routine can be used to set passwords for Setup and disk access, but if these were set, I would expect that you would at least be prompted to enter the password.
How long have you had the computer, and how much of its history do you know. If it is a recent second hand purchase, it could have either optional fingerprint reader between the trackpad buttons or ID card programmed to limit access, and been supplied without the appropriate credentials to move beyond these.
Where abouts are you, and what do you need to change in Setup to achieve your wishes?I used to be an engineer, I'm not an engineer any more, but on the really good days I can remember when I was.

Sorry Fly, Running 4 D630's and supporting another 6, definitely F2 for setup, F12 to temporarilly change boot sequence for a one time boot from something other than the Primary boot device set up in BIOS. Had a fair bit to do with earlier Dell series (Win 95-XP) laptops as well and they use the same keys for BIOS versions A09 to A17 which is the last D630 BIOS release. Haven't been around later models, so won't say that they haven't changed since the D series.
