I have to explain this same scenario to my neighbour every few months. The confusion comes from the word "Wireless"

You are on "Wireless Internet", typically delivered over a 3G or 4G connection, just like your smartphone uses for voice and data communication..
Your "wireless" you have at home is actually WiFi, a short range signal used for connecting local devices, like your Chromecast to your modem and TV, or your smartphone via wifi to your Wireless Internet.

Essentially Wifi is your own little network, that only you and those you give the password to, (assuming you have it secured) can use.

Wireless Internet is your way out to the big bad world; the wider internet.

To answer your Q....No. You bring the video in from the world on your Wireless Internet and then send it to your ChromeCast and therefore your TV locally via your wifi...

Does that make sense Bob H?

WHS ... I might add ... Watch your cellular data usage like a hawk ... 20GB isn't a whole lot when it comes to streaming videos.

I don't do too much streaming - buffering problems - so only occasionally but I was anxious about "double" usage of the Internet download.

No. Cromecast streams direct to the cast device. Your smart phone simply queues the data to the chromecast and does not stream it to your mobile device. So the data is coming from the source (say You Tube for example) and sending it directly to your chromecast.

Other streaming mechanisms may work differently. Take Apple Air Play for instance. It streams to your smart phone then uses your local network to the streaming device - say Apple TV.

In both cases the data is only coming from the internet once. There is no double dipping.

May also be WiMax (Adam), or Wireless DSL (Nuskope).

But in this instance probably 3G or 4G (coughripoff).
