WIN10 Change
This morning I used my laptop but laptops suck for actual work so I had to start the desktop to do some work. The start screen came up on only one monitor asking me for a password for some new fangle dangle information seeking idea that MS has introduced and I wasn't about to play that game. I thought about it for a few moments and restarted the computer and it went away. There were apparently no options to get around this screen but the restart fixed it if you get the same thing.

I had that message yesterday, but I ignored it with similar disdain as you Chris and either declined or hit 'escape' to exit, I can't remember which. It must be a onetime setup thing and I didn't need to reboot then to escape the setup. The prompt did not appear when I restarted this morning.
