What is the relationship between the info at CP and the three green dots that appear under my name that tell me that I am a jewel in the rough?

When I played golf, about 100 years ago, I spent quite a lot of time in the rough. I doubt that I behaved well enough on those occassions to be categorised as a jewel.

Are these rep points so we can determine whether somebody's posts are worth reading and if so how do we know somebody elses reputation is good or bad? Is this indicated by the green squares in the title block next to a post?
