Troy, I have the 80cm cube in your first link (don't have the 40cm cube, bit small me thinks) also came with a white glossy perspex display table and a black glossy perspex top, as well as the coloured back grounds (haven't used them" and the 2 lights.
I have rigged up a third (top) light and that is the setup I use to photograph my pens.
I use a Canon 450D, up till recently with 18-55 kit lens but have just acquired a 60mm macro lens.
Can't help with a recommendation around your budget of $350, paid $300 second hand for the macro lens alone.
Have a look on Ebay for used digital SLRs, the older Canon and Nikon models would do what you want, but perhaps a bit over your budget.

I have built two light tents for my own use and have used light tents in a studio environment.
For what you are envisaging, photographing small objects, I would say they are quite reasonable, in fact quite cheap, considering.
This seems to be designed to be used on a table top, well at least I would, especially as the lighting tripods are quite small height wise.

If you are talking really good macro, you are going to spend more than $350 on the lens alone (a really good macro lens will set you back $1,200 - $2,500ish).
Most digital cams can do a reasonable macro shot; common light tent limitations are generally due to lack of a tripod and use of 'automatic' as the camera setting.
A tripod means you can run a slow shutter speed without blurring which means you have better control over the aperture - the aperture will affect what is/is not in focus; not using the auto setting means you can tweak exposures for the object and not have the camera trying to expose a large white background to an 18% grey.
