I think I would look at a low expansive material for backing that is also waterproof. Glass would seem to fit the bill, but at least 1/4" plate for sufficient strength. I would expect a glass merchant would be happy to give away pieces the size you require.

To glue the pieces together you may have to dry out the stones first. See what others think. If you don't want to be fussed by that rigmarole you may recall that glue I presented at the last lunchtime video call, which was Purbond. I think it was Bohdan who mentioned that this glue is good on wet surfaces. Just looking up the specs confirmed this and in addition it bonds glass, metals and concrete. It may be that it ticks the majority of boxes.

I have the Shapton 5000 and 12000 grits in their M5 range - about 7mm thickness of the abrasive bonded onto a very tough ceramic backing plate. Cheaper than the full stones, and the thickness on the M5s has already lasted me >5 years. The only solid Shapton I have is the 1000, which cuts very aggressively but also wears faster. Ironically, the cheaper M5 stones are more likely to survive a drop too.

Might be a cheaper option if you are looking for a replacement?
