I have considered a direct drive and you centrifugal clutch sounds good thanks even a idler belt and pulley system.

The centrifugal clutch is a vedry efficeint and easy way to allow the motor to idle without the remaining parts moving. The part is used in many ride-ons and could be purchased quite easily, I think

Your'e very right so I priced a few versions today, one being I can mount a .404 drive sprocket directly to the centrifugal clutch housing.

A new Vanguard vtwin 16hp verticle with 1 inch shaft is around $1699, looking for cheaper version around same hp, tecumesh around same price, chinese version probably cheaper but don't no of any brands , any ideas on the engine.

The clutch is aroiund $275 depending on brand, the bar is GB around $400-500 depending on choice of length, chains as per normal for bar length.

Sourcing aluminium rails to mill 4 metre logs is the issue now, I considering steel as the mill will be probably be stationary and I will bring the logs in on trolleys.

rise a fall mechanism is next

Estimation is $3000 so far with engine as above, the power source being biggest single $$ so anything to reduce this cost is being looked at.

Any suggestions on the rise and fall would be welcome

I'm a bit late on this one but I've given it lots of thought too .There a some pretty cheap 13 hp horizontal shaft motor on Ebay for around $350.Chinese but good according to a friend who has put one on power washer .The horizontal shaft could be OK if you turn it 90 degrees with a twist belt over ,say 800 mm.
13 hp should be heaps .
