I have not had a BCA in front of me for a couple years, but I would be suprised if it didn't refer to a list of Australian standards or NATSPEC somewhere within it and with those references are definitions of the terms used, "grading" being one of them.
Generally with a lot of licencing requirements they will write it "needs to be issued "XXXX" licence or suitably qualified" They determine who is suitably qualified
The good thing about HWD is that it will be 20-30% stronger in a year or two so you would be fairly safe, unless you cant tell what heartwood looks like.

Just looking at an old AS1684-1992 & under definitions; "Visually stress-graded timber -timber which has been graded on the basis of its visual characteristics and to which stress grade values can be assigned, according to AS 2082 and AS 2858"
It would be interesting to find out if there is absolute legal requirement for ticketing or not in regards to who can visually stress timber, just to find out where a small miller stands who can read & understand the relevant standard & might be able to get some higher $ for their product.

I don't believe that Aus standards are law. I think only requirement to follow them that if something goes wrong in court it will be bought up that according to Aus standarrd AS ***-** this should have been done. So don't collect $200 for passing Go.

Timber Grading
Boys i will sort this out in a few weeks when i finish my timber grading course. Not sure how well this will actually "qualify" me but hay they say it's to AS2082 and AS 2858
