It's funny, I thought it had more Terrier than anything but didn't know what the breed was, considering the costume, I took a wild guess and thought it was Irish
So It's a "Westie" you say, so I googled the name as you do these days...and found the breed originates from the Western Highlands of Scotland. Once upon a time they had a dark coat and too many got shot as they were mistaken for foxes so they bred with dogs with the lightest coat until they got white coats. I wonder if dogs feel indignity, I can't imagine a Scot would be too happy dressed as a Leprechaun

Very much doubt that is a West Highland Terrier, Westies normally have short stocky legs unlike that one pictured
