Looks like "bookleaf pine." The wood seems to ooze a resinous oil for years.

To me it looks like some hedging pine that I have growing. Cypressus (sp) from memory.

Cant answer your question as I am not a turner. But from what I know of these woods, I would not recommend them for pens.
You can make a feature of the knots in the Norfolk Is Pine .... and some cypress have a nice (and fragrant) heartwood.
The real turners can tell you how.
