Hmm, I don't think so as it looks very different from any silky oak (northern/southern) that I have.
I think it's some sort of cheap Tasmanian Oak but I'm not sure.

My vote goes with Len. Looks like Meranti to me too, though pen blanks are such small pieces their photo doesn't give much information to judge on.
