SCENT
Resin tends to deposit around knots in pine - hence the stronger smell. The fact that you can smell the scent tells you it is volitilising (evaporating) and therefore it diminishes with time. Exposing new wood releases the scent from deeper in the timber where it has not evaporated. I doubt the treatment process would have much of an influence other than leaching out some resinous elements as it is done in aqueous solution.

So is it worth using to practice as I'm in no way experienced at wood work, or just find something else?

PRACTICE TIMBER
Your timber looks like it is treated - core yellow brown (no preservative uptake), sapwood greenish grey (CCA taken up). However the greenish grey may just be fungal (blue) stain. Inhaling arsenic is not good so I would avoid it and just buy some clear untreated pine as it is not that dear and you'll know that you are looking after your health.
