I wouldn't worry about the 1/4 inch bits failing, I have used only 1/4 bits in my makita at 22000 rpm for years and not had a failure. Mind you, I really watch the feed rate, DON'T overdo it and you will be fine.

Not normally the speed of rotation that kills them - it is, as you say, too high a feel rate - pushing the work into the bit too hard & fast.
