Knowing what some on this forum can be like, I would suggest that an appropriate collective noun(s) would be:
An expense of chisels. (chisels, new or used, that have cost either time or money or both to collect)
Alternatively:
An oxidation of chisels. (chisels, rusty)
OR
A renaissance of chisels. (chisels, old but restored)
AND
A jimmy of chisels (a collection of non woodworking chisels - ie cold chisels)

"An RSI of chisels". (Chisels in rough shape, waiting to become a renaissance of chisels)
AND
"A blunting of chisels". (When you've been flat-out & haven't had time to stop & sharpen & now the whole damn drawer-full is as dull as.)
This could continue for some time.........

With the way I treat my wood with them I'd say a murder of chisels would not be inappropriate.

Specific collective nouns for types or classes of chisels might be appropriate..
A "bank balance" of boutique chisels...
A "garage sale" of Titans
A "soap opera" of Forum chisels ( hey!...no comments please )
A "paint splatter" of Multichisels.
A "squealing" of pig stickers.
A "tattslotto" of Harold and Saxon's

Mine are more specific than generic.
Fridge of chisels (cold)
Round of chisels (Gouges)
Steady of chisels (Firmer)
Register of chisels (Registered Firmer)
Sty of chisels (Pig stickers)
Couple of chisels (Paring )
Death of chisels (Mortice)
Dearth of chisels (For those you don't have!)

Well, the collective noun for carpenters should be a 'Cabinet', so maybe we could follow that theme with a
Politic
Ponce,
Appropriation, or
Bureau, but
I can never find the chisel I'm after as they act like a bunch of startled chickens running all over my shed, so p'rhaps a
Chookhouse of Chisels!
(some of my chisels look like they've been lost on the floor of one!)
And for those who like to display their tools rather than use them, a 'parliament' - Looks good and sounds useful, but in practice costs a lot and does nothing! (though this would be disrespectful to owls)Some give pleasure where ever they go, others whenever they go!
