Well, from the end of WW2 Poland was a communist country with state owned everything. Remember the state owned shipyard at Gdansk - scene of the famous Solidarność, revolt led by Lech Wałęsa that led to the end of Communism in Poland.
I am hypothesising here, but it stands to reason that there may have been a state owned toolworks.

This is the best I can come up with.
How good is the steel?
Does it take and hold a good edge?

I've yet to put a handle on it as I picked it up at the HTPAA tool sale for a dollar. The only other feature of it that is noticeable is that it flares out slightly being about an eighth of an inch wider at the business end than at the shoulder.
Let you know when I've put it to work.
Strange what ends up in Australia.

I received a reply from Ulrich in Germany. He says:
"So, I have never seen this kind of mark on a
chisel before. But this kind of mark is typically for Austria.
I suppose that this trade mark belongs to the company
Phoenix-Stahlwerke Joh. E. Bleckmann
Muerzzuschlag (Steiermark), Austria
The sign is not 100 % exactly as your mark on the chisel, but the
punch is sometimes a little bit different to the printed trade mark.
best regards from Germany
Ulrich"
Thanks to wjordan for putting me on to Ulrich's site.
Cheers,
Jim
