    Default split nut brace?

I bought this tiny brace thinking it might be a valve lapping tool but on arrival I'm not so sure. It has no ID on it, length 12" and sweep is 31/2". The business end is 1/2" dia, the two spurs or teeth are about 9/64" and project the same amount. The hole in the centre is 1/4".
Could it be a split nut spanner or a clock winder?
    Cheers,
    Geoff.
