    Yeah , edge notching leather, I couldn't see that yesterday.
    Could it be a user made saw set ? wish I hadn't forgot to go for it.

    Looking closely at the wood there appears to be saw marks, so saw set is a strong possibility

    It certainly looks like it could be a saw-set. I imagine the different plunger-punches are for different size teeth. It looks a bit awkward to use, though, you would have to balance the saw with one hand while tapping the plunger, but I suppose you would soon get the swing of it....

    The variety of solutions to such a seemingly simple problem as setting saw-teeth seems endless....!

    I don't know about the sawset idea ... looks to me like the metal section with two screws is on the same plane as the wood beside it.
    I don't think there is anywhere for the teeth to be bent down into??
    I can see the continuous linear markings along the 'wall' of that side 'though

    I see that the plate that passes right through can be moved in and out ... but what is the bevelled plate on the side for?
