Who is the authority on Titan chisels ?... apparently made by them as a budget line.

Just about everything you could possibly want to know about Titan chisels is in Dick Lynch's book....
I have a copy, so if you have a specific question I could look it up....
(& yes, what you have pictured there was a "budget" line.)

This is one that I have had for a while.. no branding.. the idea of a washer to form the bolster may be attributed to a Brisbane maker, although his was a lot sturdier.
