I win!
It's a saw-set, used for setting the correct angle on handsaw teeth.
Here are a couple of links that may explain better than I can:

G'day; pretty sure it's a saw set, used for setting/correcting the tooth angle (and therefore kerf width). Some else will know for sure; I just happened to refresh new posts, and there you were.

It's a saw set. The little piston pushes the blade against the head to put the right set on it. The knob should adjust the travel of the piston (probably by moving the strike plate in the head) which determine sthe amount of set.
That's what it looks like from here anyway."I don't practice what I preach because I'm not the kind of person I'm preaching to."

Midge, I had a quick look at the links and yes what I have is a saw set. Different to the one in the links but I will read it more closely and see if I can understand it.
Mine does not have any dial numbers buy it does adjust.
Thanks

As the others have said, it is a saw set.
On yours, the section on the front that goes up and down is what determines where the tooth is bent. As you adjust it down, the bend occurs lower on the tooth, move it up and it will bend less of the tooth. In general, you want the bend to occur about half way up the tooth or less. Never at the bottom of the gullet. It is called the anvil.
The part on the bottom which adjusts toward the front is what determines the strike angle of the set in relation to the saw blade. With the set on the saw, if you slide that forward until the saw is snugly held, you will bend the tooth more than if it is set back a little from holding it snug.
These sets are among the more difficult to get the hang of or to set teeth consistently. You will find it is an appropriate set for saws having about 9 or 10 points per inch or less. Above that for say a backsaw of any type having small teeth, you will need a different saw set.
Take care, Mike
EDIT: Forgot to add the links I was going to.
