Could be the capacitor. It will look like a pill bottle fastened to the motor. Its function is to give the motor a boost of electricity to start the motor. An electrician can put a meter across the terminals to determine if it is dead or alive.
Just do it!
Kind regards Rod

Unplug it. Rotate the blade by hand. Is it stuck? Grind? Then you have a seized bearing or a brush has broken and is fouling on the Commutator.
Make it safe and pull it down and replace the broken bits. Brushes may need the motors end pulled off. They are not consumer replaceable things most of the time.
I suspect that you will find the commutator will have a vane broken, in which case this is a specialised repair.
Chambezio is also right in it may be a cap. 240v caps have a lot of punch, esp on a big motor. I would not suggest fooling with it unless you know how to discharge and test safely.
If all else fails, just take it to a motor repair dude.
