It looks like a regular vac clamp for holding panels to enable you to work on all of the edges as in when routing or trimming, or on the face when glueing or sanding. It will work on any non porous material such as laminates but could have difficulty with chipboard as it tends to leak air.

I have blown up the second pic as much as I can to look at the seal and it seems OK to me, assuming that the white is dust residue, but obviously, if you can see defects in the real thing that I miss in the photo it might need replacement. It would be worthwhile hooking it up and putting something on it to test it for leaks before interfering with the seal though.
I used to be an engineer, I'm not an engineer any more, but on the really good days I can remember when I was.

Its very flat and held on some sheet metal we layed on it so wont stuff with it yet.

I am now thinking that I will make some holding jigs out of Acrylic for some of the jobs the students, (amarock chairs arms cutting boards etc) be good for when they are sanding as well as running the trimmer around them lot quicker and safer then the way they are doing them now.

I was going to set up a puck hold down board but seeiming we allready have this I can save some of the budget I had set for this on other things )

So thinking some thicker acrylic 15mm maybe 20mm route some channels, what would be a good easy to get material for the seals?
