Hi Photoman9 and welcome to the forum. I don't have a DP220 so you will need to confirm this is the same design. Does it have a motor mount connected to the main frame by two studs? If it does, there should be a hex head screw threaded into the casting which holds the stud in place (one for each stud). Loosen both of these, and the studs should slide in, taking the tension off the belt. Then simply change the belt location, and pull back on the motor and tighten the screws.
You may have issues getting the studs to move if things are a bit rusty or it has not been moved for a while, so you may need to apply some penetration fluid to the studs (probably a good idea to remove the screws and spray some fluid in there two), and let it sit for a bit and try again.
With all that said, it's best to post some pictures so we can confirm the design. Definitely don't start hitting it with a hammer
