Small unknown “Fret” saw.
Picked this up recently at a Tool sale, an have know idea apart from being a small fret or Jewellers saw.
A quick Auntie Google search has not helped matters.
It’s completely excepted for one clamping pad , but considering that’s a small 10 mm square section of steel about 2 mm thick with a 2mm hole in the centre, not a big problem.
Any one reckon nice the shape brand markings????.
I’m assuming P.T.I is a makers mark,an not a previous owners mark, tho I could be wrong!.

I'm fretting over terminology, not coping with the finer points.

Correct name "Piercing saw" commonly referred to as a Jewellers saw many, many, many of them have no branding even high quality brands, I would say the markings are a previous owns initials.
