Hi Blackout,
An essential piece of kit back in the day for cutting leather pump washers, gaskets and the like. Often found with one knife missing because users found it more accurate to cut the inner and outer circles separately.

I have one and it was the best tool for the job of cutting perfectly round holes in a leather desk top that I had to fit brass rings into each side to neatly take cords down through the top and thorough the base to the floor. A pair of flat 60mm rings with a 30mm hole in the middle roughly from memory of the size . And a slot I think to let a cord in . It was a few years ago. One left and one right. They sat in flush with the leather.
Those things have a use in a woodwork shop .
