IF your mortiser is not a direct motor coupled(DMD)?
Generally most are so that makes them run at a 2 poll motor speed(3450 at 60hrz) or (2850 at 50hrz in your case).
If indeed you can control the speed with pulleys than I would do so. The old line shaft machines ran a little slower and if it was me I would be running mine at 2400 RPM. this speed will cut fast but not over heat the bar a chains. The Direct motor drives were a compromise to the ideal speed and I have always found them a little fast. Mind you my motors run faster by 1/6 (60hrz vs 50hrz) than yours down there, and 2850 is a better speed than 3450 IMHO though there are 100s of thousands of DMD mortisers running at 3450 rpm.
BTW this works for hollow chisel speeds too.
