If it leaks around the plug inside its socket, it may be just a dirty/split seal.
Replacement plugs are a dollar or two, & less than $5 for the whole assembly.
Clean out the threads with an old toothbrush.
.
If it leaks around the socket where it fits into the transom, you will need to
remove it, check for, and fix any rot or other issues in the wood around
the bung & the screw holes, refit the assembly using a good quality marine
sealant.
Avoid silastic - works ok but leads to other problems at a later date.

most plugs have a rubber or silicon washer between the top and the base.
However there are many bung plugs that used to be common and just don't exist any more, so it is often easier to replace the whole thing.
