It wouldn't be quite believeable, but they're welsh, so maybe it is possible!

Apparently it is mostly real (shot in camera) not CGI. There is an interview with the director:

I'm sure there were a few sneaky tricks to get it to work but he claims that there is not one computer generated sheep in it."I don't practice what I preach because I'm not the kind of person I'm preaching to."
